Are CFL and LED lighting adequate energy savers, if used for few minutes then off and maybe on again or can ?

Both CFL and LED are significant energy savers compared to regular incandescent GLS (General Service Lamps) light bulbs. But they're also quite different to each other.
A typical CFL is about 4x more efficient (uses 25% of the electricity) than a GLS bulb and lasts about 10x as long.
A typical LED is about 10x more efficient (10% of the electricity) and last about 50x as long.
For working out what saves the most money just focus on the efficiency rating - almost all the cost of electric lighting is the electricity, the cost of the bulbs themselves is almost irrelevant. Even when there is a big difference between the costs of different types of bulbs, ignore that and focus on the efficiency - that's where all the cost is. Amazing how many people don't know this.
As you can see, LED light bulbs kick CFLs into the weeds. But there's more... each CFL (Compact Fluorescent Lamp) contains about 5mg of mercury vapour which is highly toxic and presents a serious disposal problem. No point being all green with your energy consumption then leeching mercury into the earth and water systems by dumping these things into regular garbage landfill sites.
Also, the lighting industry itself has more or less given up research and development for CFL as they themselves consider it a flawed, interim solution and almost all R&D is now devoted to LED lighting. For those who know a bit about the explosive development of computer chips described by Moore's Law, there is a similar thing going on with LEDs.
Haitz's Law states that every decade the cost of LEDs falls 10x and the performance increases 20x. At present the efficiency of LED is doubling every 18 months. The same cannot be said for CFLs - basically it’s a dead technology whose future is already behind it.
To answer your other specific questions: there are problems associated with turning CFLs on and off quickly. Basically they don't last so long and also they have a warm-up period before reaching full brightness. The best way to use CFLs is in situations where you want the light left on for long periods - security/courtesy lighting for example. LEDs suffer no such limitations - in fact their start-up time is far faster then for GLS bulbs (which is one reason why they make such good brake lights) and they do not suffer in any way from being turned on and off a lot.
As regards dimmers, almost all CFL bulbs are not dimmable. LEDs can be dimmed but usually require specialist dimmer switches since the load (number of watts) is far too small for regular dimmers to handle. Generally the dimming capability is stated on the packaging. There are some LEDs available now that have a built-in dimmer function. The Cree EvoLux R globe LED light bulb for example.
